Carol Gilbert is the Assistant Secretary and Director of the Division of Neighborhood
Revitalization for the Maryland Department of Housing and Community Development (DHCD).
At DHCD Carol is responsible for a team that invests approximately $75 million annually in
community development and revitalization initiatives in Maryland communities statewide.. A
highlight of the her team’s work in recent years is the implementation of Governor Hogan’s
Project C.O.R.E. – Creating Opportunities for Renewal and Enterprise in Baltimore City. Project
C.O.R.E. is a four-year $100 million initiative that is working closely with City agency and
neighborhood leaders to identify and remove blight in Baltimore City through demolition and
historic building reuse and new infill development.

Prior to joining DHCD in 2007, Carol was a program officer at Baltimore’s Goldseker
Foundation. And, from 1992 to 2000, Carol was with the Neighborhood Design Center and was
its executive director from 1995 to 2000.
