Timothy is an urban designer with the DC Office of Planning and focuses on enabling a public realm that is more responsive to the health, well-being, and social needs of community members. He is currently managing the Downtown DC Public Realm Plan, looking to implement placemaking solutions to the post-Covid downtown recovery -- in particular exploring ways to shift the image of downtown from a largely 9-to-5 concrete office enclave into a neighborhood that welcomes and engages long-term community building and new residential. https://planning.dc.gov/DowntownPublicRealm
He is also managing the Columbia Heights/Mt. Pleasant Public Life and Vending Study, looking at how vending and mobile entrepreneurship can further enliven community streetscapes in DC. He has previously led the 14th + U Street NW Public Life Report (2023), the Downtown East Re-Urbanization Strategy (2019), and played a key role in drafting people-centric policies as part of the Urban Design Element in the District’s Comprehensive Plan.
